What Hurricane Ian Did to Highlands County Mobile Home Anchors, and What to Check Now

Hurricane Ian’s center crossed Highlands County on the night of September 28, 2022. Four years later, a large share of the manufactured homes that rode it out have not had anyone under the skirting since. This post lays out exactly where Ian went, what it did to the anchoring and support systems under homes around Sebring, Avon Park, and Lake Placid, and the specific things worth checking now, while it is still a $150 inspection rather than a $3,000 retrofit.
Where Ian actually went
The National Hurricane Center’s tropical cyclone report gives the track in six-hour positions. Ian made landfall on Cayo Costa at 130 knots and again near Punta Gorda at 125 knots on the afternoon of September 28. At 0000 UTC on September 29, which is 8 PM Eastern on the 28th, the center was at 27.2N 81.7W with maximum sustained winds of 100 knots, still a Category 3. At 0600 UTC, 2 AM Eastern, it was at 27.7N 81.1W with 65-knot winds, a Category 1.
Put those two points on a map. The first is in the DeSoto County corner near the Hardee and Highlands lines. The second is east of the county over the Kissimmee River valley. The straight line between them runs northeast across Highlands County, and Sebring, at roughly 27.5N 81.4W, sits almost on it. The center passed over or within a few miles of town around midnight, weakening from Category 3 to Category 1 as it crossed the county.
The Highlands News-Sun’s headline afterward was that the county was “spared the western eyewall,” which is true and worth understanding. Ian’s western side had been eroding over land. What Highlands got was the eastern and northern eyewall, weakened but intact, and hours of hurricane-force gusts from shifting directions as the eye went by. Sebring Regional Airport gusted to 78 mph. A Weather Service station in Venus, south of Lake Placid, read 72 mph before the power failed and the data stopped. About 56,690 customers, roughly 89 percent of the county, lost power. The storm spawned a brief tornado in Lake Placid and possibly another in Sebring. Wauchula, to the west, gusted to 81 mph, and Polk County reported damage “much more commonplace in Fort Meade and Frostproof” than elsewhere.
Those are not Charley numbers. Charley put 147 mph gusts into Wauchula in 2004. But 78 mph at the airport means higher gusts on open ground and lake shores, and a hurricane that shifts direction as its eye passes loads an anchor system from every side in one night.
What that does to a manufactured home
A site-built house resists wind through its structure. A manufactured home resists it through its anchoring system: ground anchors screwed into the soil, galvanized straps from anchor to frame, stabilizer plates that keep the anchor head from plowing sideways, and on newer installs longitudinal ties that resist wind along the home’s length. Florida Rule 15C-1.0104 sets the standard for Highlands County, which is HUD Wind Zone II under 24 CFR 3280.305: diagonal ties no more than five feet four inches on center with anchors within two feet of each end, at least four longitudinal anchors per section end, Type II anchors tested to a 4,000-pound working load on homes built after July 13, 1994, Type I at 3,150 pounds on older homes.
Here is what a night like September 28, 2022 does to that system even when the home comes through without visible damage.
Straps stretched. A strap that loaded to a large fraction of its working limit does not return to exactly where it was. It reads a little slack the next morning. A slack strap lets the home move before it loads, and a home that moves in a gust racks its frame.
Anchors moved. An anchor that held a diagonal tie under a 78 mph gust moved in the sand. Not far, but the soil around the helix loosened, and the anchor’s holding power in loose sand is less than it was in undisturbed sand. On the wet flatwoods toward Lorida and Istokpoga, where the ground was saturated by Ian’s rain, the movement was larger.
Stabilizer plates shifted or were missing. A plate keeps the anchor head from cutting sideways through the soil when the strap pulls at an angle. Homes without plates, which is a lot of the pre-1994 stock, had their anchor heads plow in the storm.
Piers moved. Ian’s rain saturated the ground under every home in the county. Piers on loose ridge sand dropped as water moved through it; piers on the flats dropped into saturated soil. Doors that stuck in October 2022 were the sign, and a lot of homes got a quick relevel that winter. Every one of those relevels raised the frame and, unless the crew re-tensioned the straps, made the straps slacker.
Things came loose that nobody saw. Skirting panels went, and were replaced. Belly material tore where the frame flexed. Over-the-roof straps on older homes, which the county’s own pre-move standards say must be “free of damage,” frayed at the roof edge.
The 1994 line, again
The homes at most risk are the ones the rule already treats differently. Florida’s Type I anchor standard, 3,150 pounds working load, exists for homes manufactured before July 13, 1994, the date HUD’s post-Andrew wind standard took effect. A lot of the park stock in Sebring, Avon Park, and Lake Placid predates it. Those homes were built lighter and anchored to a weaker rule, and many were never retrofitted with longitudinal ties. They came through Ian, which is a good sign, but “came through” is not the same as “still anchored to spec,” and a home that came through 78 mph gusts with a stretched, plated-less, thirty-year-old anchor system will not get the same result twice.
What to check now, in order
1. Get someone under the skirting. This is the whole point. The anchoring and support system is invisible from the yard. A free survey puts a licensed installer under the home with a light and a water level. Ask for the tie-down inspection and the pier survey on the same visit.
2. Strap tension and alignment. FLHSMV’s own checklist starts here: “check for loose straps” and “make sure straps are properly aligned and not on an angle.” Every strap should be tight and running straight from beam clamp to anchor head. A strap you can flex by hand is not doing its job.
3. Anchor count against the rule. Count the diagonal ties per side and check the spacing against five feet four inches. Count longitudinal anchors at each end of each section. Note the anchor type against the home’s build date. A home that is short comes up short in the next storm.
4. Anchor condition. FLHSMV says to “replace straps or ground anchors that show signs of corrosion or damage.” Anchor shafts corrode below grade, especially on the flatwoods side of the county. An anchor head that is rusted through at the strap slot is an anchor that is not connected to anything.
5. Stabilizer plates. “Verify that ground anchors and stabilizer plates have been installed properly.” If there are no plates, that is a retrofit item, and a cheap one relative to what it prevents.
6. Piers. “Be sure support piers are in contact with the frame.” A pier you can rattle by hand is carrying nothing, and a home can read level while standing on piers that do nothing. The survey shoots every pier with a water level and puts hands on every stack. Piers that dropped in Ian’s rain and got a quick shim that winter may be over the federal one-inch shim limit and need a rebuild.
7. The belly. A frame that flexed in the storm tore the bottomboard where it was close to the beam. Four years of humid crawlspace air through that tear is soaked insulation. Check it while you are under there; a patch is $300 to $800.
8. Do it before June. Anchor demand spikes when hurricane season opens and again after every named storm. March and April are dry, the snowbird owner is still in town to sign, and no one is in line.
What it costs
The inspection is free as part of the level survey, or $150 to $350 as a written pre-sale report if you need paper for a park or a buyer, credited against any work. Re-tensioning straps is included with every relevel. Replacing corroded straps and anchor heads is quoted per anchor. A full Zone II retrofit, new anchors at current spacing with stabilizer plates and longitudinal ties, runs $600 to $3,500 depending on the home’s length and what the torque test says about the soil. The honest close
Ian was a bad night in Highlands County, and it could have been much worse: the western eyewall was gone, the center was weakening fast, and the storm was moving. A Category 2 crossing Sebring with its eyewall intact is a different event, and the anchoring rules are written for it. The homes that came through Ian on stretched straps and thirty-year-old anchors got a pass. The check is cheap. The retrofit is a few thousand dollars. What it protects is the house.
