Mobile Home Leveling in Avon Park, FL
Avon Park is the oldest city in Highlands County and the northern end of our home ground, ten miles up US 27 from Sebring, about fifteen minutes door to door. It is a city of lakes on the Lake Wales Ridge, with Lake Tulane, Lake Verona, and Lake Isis inside the city limits and a ring of manufactured home communities on the lakes and the highway around it. Where the homes are
Avon Park’s manufactured housing sits in two kinds of places. The first is the 55+ communities. Reflections on Silver Lake, a mile south of town on Silver Lake, is the largest, with 137 manufactured home lots, 115 park models, and 338 RV spaces by its own count. Crystal Lake Club on East Crystal Lake Club Drive and Highlands Ridge on East Fairway Vista Drive, with 215 lots on a golf course, are the other big names, and Twin Lakes at Avon Park on Fishing Lure Drive is a newer 55+ community. The second kind is the older lake and highway parks: Lake Bonnet Village and Bonnet Lake Estates on East Lake Bonnet Road, Lake Letta Mobile Home and RV Park south on State Road 17, Lake Glenada RV and Mobile Home Park on US 27 South, Avon Park Village on North Florida Avenue, Orange Blossom Court on County Road 17A, and the family parks and owned-land homes out toward the Avon Park Air Force Range and County Line Road.
Those two groups need different things from us. The 55+ communities are heavy on doublewides set in the last twenty or thirty years on prepared pads, and their calls are marriage-line gaps, sticking doors after a wet summer, and pre-sale inspections at turnover. The older lake parks have more pre-1994 singlewides, more homes that have never had a proper relevel, and more anchor systems built to the old Type I standard.
The ridge, from Avon Park’s side
Avon Park sits at 135 feet, higher on the ridge than Sebring at 98. The NRCS soil series under it are the ridge sands, Astatula and Candler, whose official descriptions call them excessively drained sand to more than 80 inches with no water table within 60 to 80 inches of the surface, and Tavares on the lower knolls with a seasonal water table 42 to 72 inches down. Astatula’s type location is in Highlands County half a mile south of the US 27 and State Road 17 intersection. The town’s own climate station, Avon Park 2 W, is where NOAA’s 1991 to 2020 normals put annual rainfall at 52.68 inches with 31.66 of it, 60 percent, in June through September, and June alone at 9.24 inches.
What that means under a home: loose single-grain sand that rearranges under a pier footing every time an afternoon storm moves water through it. The side under a roof valley or a downspout drops faster than the side in the sun, the frame racks, and the doors tell you. A relevel every three to five years is the normal interval here, and the summer rainy season is when the drop happens, so the settling shows up in the fall when the snowbirds come back.
The lake parks are the exception. The lots that run down to Lake Bonnet, Lake Letta, Lake Glenada, and Silver Lake grade off the dry sand into lake-margin ground where the water table comes up to meet the pier pads. Those homes settle wetter and less evenly, the vapor barrier takes more abuse, and the fix for a sinking pier is usually a bigger footing pad rather than a taller stack, which is pier and pad work priced per pier.

Charley’s eye passed 25 miles west up US 17 through Wauchula on August 13, 2004, and still left “several reports of significantly damaged homes near Sebring and Avon Park.” Irma dropped 9.42 inches on the Avon Park 0.6 NW gauge in September 2017. Ian’s center crossed Highlands County on the night of September 28, 2022, and about 89 percent of the county lost power. All of Highlands County is HUD Wind Zone II. Florida Rule 15C-1.0104 puts Type I anchors, rated to a 3,150-pound working load, on homes built before July 13, 1994, and Type II at 4,000 pounds on later homes, and a good share of the older lake-park stock is on the wrong side of that date. Tie-down inspection is part of every free survey, and strap re-tensioning is part of every relevel.
Permits and licensing
Avon Park homes fall under the Highlands County Building Division at 501 South Commerce Avenue in Sebring for setup permits, with the county’s penetrometer and torque tests, tie-down and blocking schedule, and $54 pre-move inspection on a used home.
