Mobile Home Leveling in Wauchula, FL

Wauchula is the Hardee County seat, a town of 4,900 on the Peace River at the crossing of US 17 and State Road 64, 25 miles south of Bartow and 24 north of Arcadia. From Sebring it is about 35 miles and 45 minutes, out State Road 66 through Zolfo Springs or out State Road 64 from Avon Park. It is citrus and cattle country with a lot of manufactured housing, and it is the place in our service area where the hurricane question is not abstract. What Charley did here

On August 13, 2004, Hurricane Charley came ashore near Cayo Costa as a Category 4 with 130-knot winds and, in the words of the National Weather Service Tampa Bay summary, moved at about 25 miles an hour “through Fort Ogden, Arcadia, Zolfo Springs, and Wauchula.” The summary is blunt: “The hurricane remained on its course right up US 17 to Wauchula. Several manufactured home, mobile home, and RV communities were heavily damaged or destroyed between Arcadia and Wauchula.” Wauchula recorded gusts to 147 mph and buildings collapsed on Main Street. Afterward, 85 percent of the town’s buildings were counted as damaged or destroyed, and Hardee County as a whole put the toll at 3,600 homes damaged and 1,400 destroyed, with property damage near $750 million.

Eighteen years later Ian came through on a different line. The center crossed Highlands County to the east, but Wauchula gusted to 81 mph, the Peace River crested at a record 27.2 feet near Zolfo Springs, and Hardee County counted minor damage to 367 buildings, major damage to 114, and 18 destroyed. In between, Irma dropped 10.58 inches on the Zolfo Springs monitoring well in September 2017.

Every manufactured home standing in Wauchula today either came after Charley, in which case it was set to the current rule, or came through it, in which case its anchors did real work that day and have been loosening ever since.

Anchors on the ground Charley crossed

Hardee County is HUD Wind Zone II under 24 CFR 3280.305, designed against 100 mph, the same as Highlands. Charley’s gusts in Wauchula were half again that. Florida Rule 15C-1.0104 sets the standard: diagonal ties no more than five feet four inches on center with an anchor within two feet of each end, at least four longitudinal anchors per section end, Type II anchors rated to a 4,000-pound working load on homes built after July 13, 1994, and Type I at 3,150 pounds on older homes.

The problem with an anchor system that has been through a storm is that it looks the same afterward. Straps that loaded to their limit stretched. Anchor heads that held moved in the soil. And every time the home has settled since, and every relevel that lifted the frame without re-tensioning, left the straps slacker. The FLHSMV inspection checklist is what the crew works through on every free survey: loose straps, straps out of line, the right count for the home’s length, anchors and stabilizer plates present, piers in contact with the frame, corrosion. A retrofit runs $600 to $3,500 by anchor count, and strap re-tensioning is part of every relevel.

The ground off the ridge

Wauchula sits at 108 feet on the bluffs above the Peace River, but it is off the Lake Wales Ridge. The Hardee side of the county line drops from the ridge sands into flatwoods and river-valley ground, which is wetter and holds a pier pad differently. Homes near the river and in the low flats settle in the saturated-soil pattern, uneven and fast after a wet season, and the fix is more often a pier rebuild on a larger pad than a reshim. Homes on the higher sandy ground around town settle the ridge way, by slow compaction. The survey reads both the same, pier by pier, and the quote separates resets from rebuilds. Permits and licensing in Hardee County

Setup permits in Wauchula run through the Hardee County Building Department at 401 West Main Street, not through Highlands County. The state licensing rule is statewide: section 320.8249 of the Florida Statutes requires a state-licensed mobile home installer for setup, and setup under section 320.822 covers blocking, leveling, and anchoring. If a home is moving between Hardee and Highlands, the receiving county’s permit package is part of the setup quote.
