Frostproof is the last ridge town before the county line, a citrus city of 2,877 people on the Lake Wales Ridge between Lake Clinch and Lake Reedy in southern Polk County. US 27 runs just west of town with Lake Wales to the north and Sebring 25 miles to the south, about 35 minutes for our crews. Polk is one of the densest manufactured-housing counties in Florida, and the Frostproof end of it is ridge sand and grove land with parks and owned-land homes strung along US 27, State Road 17, and the lake roads. A citrus town on the ridge
Frostproof got its name as a sales pitch, a promise to grove buyers that the ridge was too high for a killing frost, and the freeze of 1895 made a liar of it inside a few years. The groves came back. The Latt Maxcy Corporation and Ben Hill Griffin, Inc., both Florida’s Natural cooperative members, still run out of town. That history matters for manufactured housing in two ways. The town’s working housing stock includes a lot of older singlewides on owned land and in small family parks, homes that came with grove and packing-house jobs. And the ground under all of it is the same ground that grew the oranges: deep, loose, excessively drained ridge sand.
The same sand as Sebring
Frostproof sits at 82 feet on the ridge, and the NRCS ridge series run straight through it. Candler and Astatula are excessively drained sand to more than 80 inches with no water table within 60 to 80 inches; Tavares on the lower knolls is moderately well drained with a seasonal water table 42 to 72 inches down. The rain is the same too: the Avon Park 2 W station, twelve miles south, normals at 52.68 inches a year with 60 percent in June through September. During Irma in September 2017 the Coley station near Frostproof caught 8.45 inches.
That combination compacts under pier footings the way it does in Sebring and Avon Park: a little with every storm, faster on the wet side of the home, until the frame racks and the doors stick. A relevel every three to five years is the maintenance interval, and the reshim-versus-rebuild question is settled by the free survey, pier by pier. Lots that run down to Lake Clinch, Lake Reedy, or the smaller lakes east of town grade into wetter ground where pier rebuilds on larger pads are more common.
Storms
Frostproof has been on the wrong side of two hurricane tracks. Charley on August 13, 2004 passed up US 17 through Wauchula and then, per the National Weather Service, “past Lake Wales around 745 PM EDT,” with a gust of 65 knots recorded ten miles east of Lake Wales and severe damage in Polk County near Babson Park. Ian on September 28 to 29, 2022 crossed Highlands County to the south with gusts to 75 mph in Polk, and damage was reported as “much more commonplace in Fort Meade and Frostproof” than in the rest of the county. Polk County is HUD Wind Zone II under 24 CFR 3280.305, and Florida Rule 15C-1.0104 applies: diagonal ties no more than five feet four inches on center, longitudinal ties, and Type I anchors rated to 3,150 pounds on homes built before July 13, 1994 versus Type II at 4,000 pounds after. A lot of Frostproof’s older stock is on the wrong side of that date, and the tie-down inspection is part of every survey.
Permits across the county line
Frostproof is Polk County, so setup permits go through Polk County or the City of Frostproof depending on the lot, not through Highlands County in Sebring. The state rule does not change: section 320.8249 of the Florida Statutes requires a state-licensed mobile home installer for setup, blocking, leveling, and anchoring, and all work arranged through us is performed by licensed, insured Florida installers at the published prices.
